Formation of new sectoral institutions for innovative development

The paper substantiates the need for the formation of new sectoral institutions of innovative development. It is proved that intersectoral interaction and continuity of long-term reproduction cycles require other, more global tools. It is proved that in modern Russia, priority national projects can claim the role of intersectoral projects as «macro institutions» of integrated socio-economic development, ensuring the competitiveness of the domestic economy in the long term, and a new sectoral institute of innovative development - sectoral federal projects - is proposed in the conditions of the postmodern economy. The principles of creation, development and implementation of sectoral federal projects are highlighted, the distinctive feature of which should be the flexible nature of implementation. The structure of sectoral federal projects structure and features of its formation are presented. It is proved that the basis for the formation and adjustment of the system of strategic goals of sectoral federal projects can be a permanent system of Foresight research. This methodology should be tested in the development of sectoral federal projects in the digital technology sector, which will ensure the comparability of the already functioning system with the newly formed one, both in terms of the accuracy of forecasts and the level of manageability. The proposed system of sectoral federal projects focused on the permanent search and adjustment of the most appropriate strategies and priority sectors of the economy.
