Formation of public infrastructure of infrastructure of authorities, business-structures and civil society organizations

The article identifies the problems that arise during the fourth industrial revolution, which should be resolved by authorities, civil society organizations working with people and communities, business structures. The tasks of these actors in the aspect of their transformation are established, providing for not only the introduction of innovative digital technologies, but also a fundamental transition to new roles, structures and systems for the provision of public services while moving along the path of sustainable development. The foreign experience of changes associated with digitalization in government, which can be used in the Russian Federation, is analyzed. The tasks facing the heads of business structures in the field of personnel management of the fourth industrial revolution are identified.
