In this article, based on the analysis of the essence of the concept of "methodology", general approaches to the construction of a methodology for managing innovative programs and projects in science-intensive engineering in the context of digital transformation are formed, formalized in the form of a passport of this methodology, as well as the concept of its methodological apparatus.
