The development of approaches to defining the category of public finance management

The paper analyzes the approaches to defining the category of public finance management and the methods for improving control over public expenditures by means of current public finance management systems. The research defines the role of public resource management in public administration in the modern economic situation. The study discusses the differences in the generation of approaches to defining the category under review. The author reveals the approaches to managing public finance in more economically developed countries and describes the specific nature of guidance papers developed by international financial institutions in this regard. The enhancement techniques for public finance management are exemplified. The paper considers the effects of recommendations made by international financial institutions in the field of public finance management. It is concluded that the public finance management system in the Russian Federation should be reformed to meet international requirements.
