The article examines the history of the formation of the concept of "organized crime" in the legislation of the Russian Empire and the USSR. The article examines the activities of the state aimed at countering professional, recidivism and organized crime in the 19th-20th centuries. The factors determining the development of legislation in the period under review in this area, as well as individual forms and methods of forming the conceptual mechanism of organized crime, are analyzed. The normative legal acts of the Russian Empire, the USSR, the RSFSR, and the Russian Federation aimed at improving legislation in this area are being studied.
