Creating a positive public opinion about the police

Introduction: the article discusses the importance of forming public opinion about the activities of the police in the context of the modern concept of social partnership between the police and society. It is noted that the interaction of the police and society is a management function of the police, including: a) management of public opinion about the police, b) management of the police image. The article analyzes the problematic aspects (conditions and reasons) associated with the process of forming a positive public opinion about the police and its activities. Materials and methods: the normative basis of the research is formed by the administrative legislation governing the activities of the police, including the implementation of the principle of openness in its activities. The methodological basis of the study was the private scientific methods of cognition: formal legal, comparative legal, historical, systems analysis and others. Results of the study allowed to determine the main goal of forming a positive public opinion about the police and its activities - to establish a positive image of a police officer in society, for the most complete and effective implementation of the functions of the police as a public institution and public service, to ensure public order and combat crime. Finding and conclusions: for the most purposeful formation of a positive public opinion about the activities of the police, it is necessary to develop a unified image strategy of the Russian police, the key factors of which are: 1) competence and professionalism; 2) the moral and ethical vector of “service”; 3) a socially oriented focus on providing “assistance and protection” within the powers and functions performed.
