Formation of representative bodies of municipality: problems of legal regulation and solutions

The article is devoted to examination of issues concerning legal regulation of local governments' formation in the Russian Federation. Collisions and loopholes in law in the matter of electoral constituencies division, consequences of representative bodies' incompetence, framework of electoral systems usage at municipal level took its toll on practical work of above mentioned bodies. Improvement of legislative base will let increase efficiency of public administration, budget funds expenditure, and also, in a whole, promote trust of citizens to election institute.
