Principal bases formation of the effective mechanism of managing the sphere of culture

The article proposes a set of principles on the basis of which an effective mechanismfor managing the sphere of culture under the conditions of a modern economy isbuilt. The role and directions of using the principles in various components of themanagement mechanism, including in strategic planning for the development ofthe sphere of culture, are determined.
