Formation of regional cluster structures as a tool for the region's socio-economic development strategy

The article discusses the advantages of spatial-economic engineering using thecluster approach which can be used in the formation of regional strategies forsocio-economic development. The features of clusters formation and intersectoralterritorial-industrial complexes that functioned in the planned economy of theUSSR are revealed. It is shown that in a market economy, at the regional level, itis advisable to identify potential and organically formed cluster structures andprovide mainly non-Directive assistance to their development by managing the keyconditions for creating economic interest of business community participants, takinginto account the target strategic guidelines for national and regional development.At the same time, it is noted that in key sectors of the economy, it is advisable toform an analog of territorial production complexes based on a skeleton of anchororganizations (the main technological process) with state participation usingprogram-targeted management.
