The article discusses the most important challenges faced by the housing and utilities complex in the modern conditions. Basing upon the analysis of the structure and the key elements of the housing complex the author develops the priority areas of reformation of the housing services management built upon the market mechanisms. Also, the role of management companies in the implementation of the proposed changes is considered.
