The article considers approaches to the formation of an anti-crisis management system in a communication environment. It is established that the problems associated with crisis management are largely due to the complexity and ambiguity of this concept, the presence and interweaving of many types of crisis phenomena. It is determined that the transitional crisis is characterized by a fundamentally new type of crisis mechanism, when the decline in production is caused by a change in the target function of producers, regardless of the direction of movement of the supply and demand curves. It is proved that the presence of an element of unconventional economic behavior gives the crisis that peculiar character that allows defining a transitional crisis as a specific one. It was found out that for developing countries, the most common anti-crisis management tools can be procedures for the rehabilitation and restructuring of enterprises in the communication environment. Therefore, the further development of crisis management should be based on the ability to correctly apply the achievements of modern management. It is established that organizational and legal rehabilitation measures are aimed at improving the organizational structure of the enterprise and organizational and legal forms of business. It is determined that a significant motivator for restructuring and improving the performance of companies is the strengthening of budget constraints. However, a special feature is the fact that enterprises engaged in restructuring enjoy benefits more actively than enterprises operating under budget constraints.
