Human resources are one of the key resources of an organization. Behind any production process there are personnel whose competencies directly affect the efficiency and effectiveness of the production process. The availability of information on the competencies of a particular employee and on the human resources of the organization allows the use of personnel in the most efficient way. The source of such information is personnel assessment (appraisal, business assessment or independent qualification assessment). The data obtained during personnel assessment is the basis for making management decisions in the selection and recruitment of personnel, adaptation, training and development of personnel, as well as in its use and motivation. The article presents an approach to the formation of a business assessment system for the organization’s personnel on the basis of a competency-based approach, which includes three main stages: preparatory, project and implementation. According to the authors, the competence-based approach to personnel assessment is the most effective, since it allows you to assess not only the professional knowledge and skills of the employee, but also to determine the level of development of his personal characteristics, ensuring the most effective performance of labor functions and high performance.
