Formation of the cluster system as a first-priority area of the innovative development of Khanty-Mansi autonomous area - Yugra

The article reviews the experience in strategic planning of the region development basing upon the formation of the innovation-focused cluster system. The author gives a brief description of the industries that serve as a basis for the formation of the cluster system in the Khanty-Mansi Autonomous Area - Yugra, emphasizes the priorities and institutional mechanisms of formation and development of the clusters in the region. The undertaken study suggests that the cluster approach to the long-term strategy of the territory development can increase the efficiency of the regional socio-economic system by means of the synergetic effect of the industry clusters’ interaction.
