The formation of the land use and environmental management system of the Muromtsevsky district of the Omsk region

The research is devoted to the problems of formation of land use and environmental management systems. The analysis is carried out on the example of the Muromtsevsky district of the Omsk region. Soil, forest, hunting resources of the area and especially valuable objects under protection are studied. Under the influence of natural, economic and social factors in the territory the following types of environmental management are carried out: agricultural, forestry and landscape, hunting and nature protection. According to the type of environmental management the grouping of the area rural settlements is made. Thus, rural settlements of specialized environmental management occupy 43% of the studied territory, of which 74.8 thousand hectares is used for specialized agricultural environmental management, and 210.5 thousand hectares for specialized forestry and landscape environmental management. Most of the rural settlements (57% of the area) is directed to complex environmental management: two types of environmental management is carried out on 193.1 thousand hectares, and three types on 187.6 thousand hectares. The system of environmental management corresponds to optimum parameters. For implementation of environmental management the system of land use in the form of categories, agricultural lands, and land plots is created. 51% of the territory makes the lands of agricultural purpose, fixing agricultural type of environmental management. The forest lands take 48% of the area and fix forestry and landscape environmental management. Land use of rural settlements of specialized agricultural environmental management is directed to formation of adaptive land use. In rural settlements of specialized forestry and landscape environmental management the aim of land use is the formation of the timberland for different types of forest use. In the settlements of complex environmental management issues of land use by different nature users are solved through establishment of the land use regulations, the formation of restrictions zones, the conclusion of lease contracts and easement. The formation of land use and environmental management systems is offered to be made in the form of the scheme of the land use and environmental management of the municipality.
