Development of the stable institutional environment as a condition of communication effectiveness of the online political participation

The article considers establishment of the new forms of political participation and e-democracy development in Russia in the context of creating conditions of the communication effectiveness of the political participation process. The author identifies and analyses the three main conditions: availability of stable institutional environment, online support of the effective involvement of different actors in the process of development, discussion and adoption of political decisions, availability and institutional support of the free competition of views and proposals on the political agenda. Particular emphasis is made on the consideration of the development of stable institutional environment and specification of its role in the support of the communication effectiveness of political participation of Russian citizens.
