Formation of a cluster development strategy for the road construction complex in the conditions of an enclave territory (based on the materials of the Kaliningrad region)

The features of the development of the cluster policy of the Kaliningrad region are determined, a review and the role of existing cluster formations in the development strategy of the Kaliningrad region as an enclave territory are carried out. The problems and prospects of clustering the region are outlined. The model and mechanism of the innovative cluster structure of the road-building complex in the conditions of the enclave is presented. The practical significance of the development of the road construction cluster is determined.
