Algorithm for the formation of a strategy for the development of administrative and territorial entities of closed type combining state and local blocks is offered in the article. State block includes determination of administrative and territorial entities of closed type based on the geo-political situation, local one - local development programmes, co-ordinated with the town-forming enterprise.
