The ar ticle substantiates the need for a systematic study of the conceptualfoundations and methods of strategies formation of innovation development ofcompanies within the telecommunications industry. It identifies problems settingback the development of the communications sector and the sector of informationand telecommunication technologies in the Republic of Kazakhstan, and theways of their solutions. The paper studies foreign experience of public investment.Taking the GK JSC Kazakhtelecom as an example for the development of strategiesof innovative development, it is proposed to use a model of interaction betweencompany and government to implement projects for the development of its fixedand mobile broadband networks. This will create more opportunities for the furtherdevelopment of infrastructure and introduction of new innovative services throughpublic-private partnerships.
