Conditions formation for innovative development of territorial subjects of the Russian Federation

The relevance of the article is determined by the fact that the effective socio- economic development of the Russian Federation involves the transition to an innovative growth model. At the same time, the modern scientific literature on spatial economic theory does not pay enough attention to the regional problems of innovative development in the specific conditions of the Federal state. The article analyzes the basic provisions of the classical and modern theory of regional development from the standpoint of the need for their adjustment, reflecting the features of the political and economic structure of the Russian Federation and its subjects. The features of approaches to the definition of the essence and construction of the formation process of the regional development poles are revealed. It shows the necessity to solve problems in creation of poles of development in the institutional framework through regulatory mesoeconomic processes of innovative activity in Russian regions.
