Forms and models of public-private partnerships in the development of high-speed networks

The ar ticle prov ides an over v ie w of the de velopment of networks of f ixedbroadband Internet access by regions of the world. It analyzes evolution of thenumber of fixed lines in accordance with its rating of countries in which morethan 80% of households have fixed broadband access. The models of possiblecooperation with government operators are considered. The paper studies formsof participation of the state in the development of high-speed networks (SVS). It proposes horizontal business model for major Telecom operators and highlightes its benefits, which allow overcoming the information inequality of the population. It recommends using of public-private partnership (PPP) projects of major Telecom operators for implementing large-scale development projects in the segment of high-speed networks.
