Forms of administrative activity in the modern system of public administration: new formats and legal regulation

The article is devoted to the analysis of the development of approaches to the definition of forms of management activity. The authors note that currently, under the influence of the development of information and communication technologies, the forms of managerial activity are being modernized. However, the authors also note the variety of approaches to this institution. In order to determine the existing approaches, the history of the development of the issue is analyzed; modern approaches are considered. Among the well-known designations of forms of activity, the authors call the most appropriate designation “form of managerial activity”. This choice is due to the fact that such an approach covers the content of “narrow” concepts, as well as developing law-making practice. Separately, the authors emphasize that the development of information and communication technologies determines the appearance of features of the implementation of a particular form of managerial activity. It is these features that determine the “format” of the form of management activity. It is noted that the term “format” implies a specific set of attributes reflecting the way of external expression of the content of management activities. Depending on the nature of the use of information and communication technologies, it is proposed to distinguish three formats: with the full use of such technologies, with partial use and without their use.
