Fortification complex of the middle XIX century in the Kaliningrad region as a promising UNESCO site

The work is devoted to studying the experience of Russia in identifying and including objects of historical and cultural heritage in the UNESCO World Heritage List. The authors describe the procedure for including candidate objects in the UNESCO World Heritage List, and identify the most typical problems associated with this process. The article presents the most interesting historical and cultural objects of the Kaliningrad region. The best practice for the similar objects of historical and cultural heritage, already included in the UNESCO World Heritage List, located in the countries of Western Europe, are considered. Based on the most successful foreign and Russian experience, the authors developed and fixed an algorithm for including candidate sites in the UNESCO World Heritage List. Using the methods of analysis and comparison, some objects of the historical and cultural heritage of the Kaliningrad region were evaluated for their compliance with the criteria for inclusion of cultural objects in the World Heritage List. As a result of the study the authors identified an object on the territory of the Kaliningrad region, which can be included in the "World Heritage List". It is a complex of fortifications of the mid XIX.
