In the article it is considered from new positions, based on modern data, the fundamental problems of Geotectonics: 1. All of the tectonic dispositions are, in essence, three-dimensional, and they contain both vertical and horizontal rate of movement components. 2. In different geological processes one or another tectonic pressure may dominate, resulted in the formation of corresponding movements and structures, provoked by it. 3. In most cases tectonic movements are accompanied by the magmatic activity (process of tectonic -magmatic activation). 4. The main factors of tectonic movements: rotational, gravity, space, radioactive warming up, and the heat produced at the tectonic spheres interaction. 5. The dominating structure-forming factor on the Earth is horizontal movements. 6. Vortical structures are a typical example of the combination of vertical and horizontal tectonic movements, and, as a matter of fact, they represent a basic type of Tectonic Elements on the Earth.
