The Russian states emergency function

The author makes an attempt to consider an emergency function as the main one of the Russian state. The criteria for defining the state functions are suggested. All elements of emergency function are considered. The distinguishing characteristic of each element structure of emergency function are defined. The essence of the emergency function is determined.
