Georgy Lvov as a parliamentarian of original Russian type

The article analyzes short experience of parliamentary activity of Prince Georgy Lvov who was the first Head of the Provisional Government. Like any other Cadet candidate he was not supposed to take place in the 1906 State Duma but due to some contradictions between the local Octobrists and the Right the Octobrist-Cadet unit suddenly emerged which led him to the Duma. On the other hand, the emergence of Lvov in the Tauride Palace can not be considered as accidental because the first elections to the Duma were a kind of “conscription” for prominent representatives of Russian public. Those who had significant reputational capital could not avoid parliamentary activity, even if they were not interested in politics as Lvov was. His parliamentary activity was significantly higher in comparison with an average member of the first Duma. However, both contemporaries and historians note that he was not much noticeable in the Duma. Whereas discussions during the general sessions were the visible side of the Russian parliamentarians’ activity, Lvov was attracted to commission work which was hidden from the public. If Lvov’s parliamentary activity was longer, he could have become a prominent parliamentarian doing both legislative activity and lobbying, primarily for the Zemstvo affairs, but not a public politician.
