Harmonization of industrial and trade policies as a tool for the industry development of the region

The balanced implementation of industrial and trade policy contributes to a more efficient development of industry and trade, satisfaction of consumer demand through regional products, which generally improves the socio-economic situation of the region. The light industry of St. Petersburg is currently in a state of stagnation. The purpose of the study is to clarify the methods and criteria for harmonizing the industrial and trade policy of the region to support the light industry enterprises of St. Petersburg and the product sales market in the context of a decline in economic activity. The information and empirical base of the study was made up of data from the Office of the Federal State Statistics Service for St. Petersburg and the Leningrad Region, federal and regional legislative and regulatory acts of the Russian Federation in the field of industrial policy and trade policy, strategies for the development of industry and trade in level, state target programs aimed at supporting and developing industry and trade in St. Petersburg. The study used general scientific and special methods, in particular the method of comparative and structural analysis; analogies; scientific generalization; comparisons and groupings; statistical observation of the economic situation. The mechanisms of state support for the light industry of St. Petersburg are proposed, in particular: the application of tax incentives in accordance with OKVED; provision of state subsidies for modernization, diversification, replenishment of working capital, consolidation (expansion) of production; reducing administrative barriers to participation in government programs; concessional lending and subsidies; establishment of customs benefits. Also presented are the criteria for assessing the harmonization of industrial and trade policies at the institutional and applied levels.
