The present paper focuses on issues concerning an The paper considers (on the basis of documents and modern research studies) the procedure of making a framework promoting women originated from working class or peasants to leader’s positions and positions of trust in the Communist Party’ apparatus, in the machinery of the State and in economy administration, as one of important trends in Soviet staffing policy. The study examined procedures of women’ promotion to executive positions, and reasons that have impeded creation of women staff reserve in 1920-ies and 1930-ies have been specified. The paper considers social, ideological and moral aspects of women’ social growth and roles the State, society and the ruling Party have played in this process. The history of workers and peasants’ promotion to executive positions and positions of trust in the Party apparatus, machine of the State and administration and management staff has been reflected in native history’ publications, although this issue was not covered for a long time by professional historians, that made this study urgent.
