Geopolitics of the innovation development: a choice of strategy for Russia

The present day so-called «scientific and technological revolution» is in fact not scientific, but only technological, like the First Industrial Revolution. The Second Scientific and Technological Revolution, which was really led by the science, was an «artificial» revolution - the result of reforms in Prussia in the first half of the 19th century. The science in Russia, as well as in the West these days is in crisis. It is China that has a chance to repeat the Prussian success, and it would be very good for Russia.
