Germany and security transformation processes: challenges facing the bundeswehr in the context of political dilemmas

This paper continues the series of publications that analyze the approaches of the German political elite and military to security and the current challenges and processes that the Federal Republic of Germany is dealing with in the transformation phase of the European and global security systems. The scientific novelty lies in the study of the Bundeswehr’s long-term objectives, while the practical significance lies in identifying the potential for its cooperation with Russia. The paper briefly describes the political parties' approaches to improving the Bundeswehr, formulates two political dilemmas, examines in detail the recently adopted “Framework (Eckpunkte) for the Future Bundeswehr” by the German Defence Ministry. Seven conclusions are presented, most of which are of a probabilistic nature due to the ongoing transformation. Particular attention is paid to the use of temporary potential and the need, regardless of the current difficulties and contradictions, as well as the FRG's membership in NATO, to build a dialogue between the military communities of Russia and Germany.
