In research on the example of large industrial centers of Kazakhstan (Aktobe and Shymkent) results of establishment of target indicators of environment quality taking into account hygienic criteria, risk for the population health are presented. The main methodical approaches of correction the target indicators of environment quality taking into account the results of their monitoring, estimation the efficiency of implementation the preventive programs are given.
