Hyper network technology of optimization of engineering network in the highland or rugged land

Due to the fact that the earth surface in highland, which is planned to place the engineering network, is heterogeneous in terms of construction and operation, the technology of optimization of design decisions in the light of this heterogeneity is considered. In this article, it is proposed to use hierarchical hyper network as a such technology. The approaches to decision of the problem of building network and power lines of minimal cost, taking into account the rugged land, are suggested.
