The article reviews the influence of the Gulistan Peace Treaty of 1813, concluded between the Russian Empire and Iran, on the political situation of medieval Azerbaijan. The historical territory of the Azerbaijani khanates under the terms of this treaty was divided into two parts between Russia and Iran, which has remained so until now. With the annexation of the northern Azerbaijani khanates to the Russian Empire, the policy to eliminate their independence began, as they were considered an integral part of the Russian Empire under the terms of an international treaty. Moreover, Russia obtained a monopoly right to have a military fleet in the Caspian Sea. The division of Azerbaijan into two parts (Northern and Southern) was also confirmed under the terms of the Turkmanchay Treaty of 1828 between these countries.
