Global risks of modern public administration

The article discusses the main problems and trends in the development of the public administration system. The main reasons for the inefficiency of public administration, the dysfunction of the public administration system and the prevailing directions of institutional reform are considered. The article describes an interdisciplinary approach to the creation of a modern system of public administration and the definition of its functional units with different competencies and powers on the planning horizon.
