Gorky council of the people’s economy of 1957-1965: management mechanism of the industry enterprises

The article considers the cooperation mechanism of Gorky council of the people’s economy with lower enterprises. Studying this problem opens the realization mechanism of economic transformations in the country of the "thaw period" and allows to find out the reasons for poor control of economy when solving acute production problems at the stage of carrying out Khrushchev’s economic reforms at regional level. On the basis of the analysis of the large-scale archival material the author has come to the conclusion that the idea of reforms appeared to be incompatible with planned economy development and realities of regional production process.
