A town in pre-revolutionary Russia: the problem of interpretation of the concept

According to the analysis of criteria of reference of settlements to the number of urban in legislative and administrative statistics and based on the achieved science level understanding of the phenomenon Russian city proposed specific definition of «city» in relation to the studies of the Russian historical reality of the pre revolutionary period.
