The article discusses the features of the struggle of the censorship committee with the Russian public thought in accordance with the Censorship Statute of 1865 and its subsequent amendments after the death of Alexander II and the revolution of 1905-1907. The Russian periodical press in this period was administratively and legally responsible. The censors used mainly the administrative methods of punishment as the sanctions for the publication of the prohibited periodical materials: penalties, suspension and closure of publications were used. The authors refer to the first trials, initiated after the edition of the periodical press in Russia. During the Revolution of 1905-1907 government has abolished the administrative responsibility, retaining only the judiciary one. However, later on the censorship authorities actively used the material instruments of pressure on the periodical press.
