State urban policy on Southern Ural in the beginning XX of century

The article is devoted to problems of the contents, reasonableness and efficiency of state urban policy in the Ural region. The conclusions are made that the Russian state was by the main subject of process of occurrence and factor determining a complex of functions of cities of Southern Ural. In the beginning XX of century the government went on a way of improvement and updating of the urban finance and expanded opportunities for intervention in process of their expenditure. The attempts, undertaken by the central authority, to reform system of urban public management have appeared not realized on practice.
