State civil service in XIX century Siberia: specifics of structure and staffing

The article traces the evolution of local government system in XIX century Siberia and analyzes the characteristics of civil servants, as well as the requirements applied to those who wished to take a position in the civil service system in Siberia. Special attention is drawn to the motives that guided the Siberians to take state service in the district offices of local administration of Siberia or to stand for elective offices in the bodies of municipal public administration.
