State innovation policy in the agro-industrial complex and the formation of metrics for evaluating the effectiveness of digital transformation

This study is devoted to the analysis of the role of state innovation policy in the agroindustrial complex, as well as to consider the formation of metrics for assessing the effectiveness of digital transformation. The paper considers the main problems and challenges faced by Russian enterprises in the implementation of activities related to digitalization. It also considers the measures taken by the state to overcome these barriers. Based on the results of the study, it is proposed to form metrics for assessing the effectiveness of the implemented measures by evaluating the data provided by the Ministry of Agriculture in the framework of national reports, as well as the Federal State Statistics Service.
