The article defines the role of organizations of culture in the human capital formation. It considers the process of formation of cultural organizations to full-fledged participants of social relations in a market economy. It analyzes substantively the state tools to support cultural and creative initiatives in the sphere of culture. The article gives examples to apply instruments of state support of cultural organizations. And it identifies potential opportunities for development of organizations in the sphere of culture.
