State support for sustainable development of rural areas

The article describes the challenges of sustainable development in rural areas, gives some examples of successful social development of the village in the Belgorod region. It was found out that the development of rural areas is directly influenced by the regional development programs aimed at reducing unemployment, forming united society, developing individual housing construction, support for young professionals in rural areas, support for young professionals of not-for-profit organizations, solving demographic problems. In the study there are analyzes of monitoring the Federal Target-Oriented Program "Social development of a village" which show that federal support for rural development is not sufficient. Development of rural areas is funded by non-budgetary sources. This fact is negative, as farm organizations and agricultural holdings do not have enough money even for expanded reproduction. This imbalance has to be solved by additional funding according to the Federal Target-Oriented Program "Sustainable development of rural areas", taking into account requirements of the WTO, the emerging realities of rural development. Of course, holdings pay particular attention to the development of rural areas. There are villages for workers and specialists from holdings. So far, however, this practice is more sporadic and hampered by the lack of financial resources and insignificance of federal support. Despite the fact that federal taxes come from the village is 23 times more than is spent on its development. Despite the macroeconomic problems in the Belgorod region housing construction, construction of social and engineering infrastructure is being developed, new jobs in rural areas are created that promotes active socio-economic development of the region.
