State policy on information and image support of programs of engineering personnel reproduction

Introduction: the research problem of this article stems from the need to improve state regional programs aimed at creating an innovative economy that needs a continuous influx of highly professional young specialists to the industrial and manufacturing sector. Objectives: to identify the specifics of state policy in terms of information and image support of programs of engineering personnel reproduction; to develop the model of continuous training of workers and engineering personnel for the real sector of the economy; to assess the image (perception) of engineering professions among young people Methods: sociological research (questionnaire survey); media monitoring; document analysis; expert interview; methods of communication audit and active problem-situational analysis (case-study). Results: normative legal acts and measures aimed at solving the problem of a shortage of qualified engineering personnel were analyzed. The specificity of the state policy in this area has been determined. The authors present the model of continuous training of workers and engineering personnel for the real sector of the economy operating in the Perm region, which was highly appreciated by experts. Monitoring the media was carried out using the “Medialogia” system, as well as sociological surveys of the youth of the Perm region and workers and engineering personnel of one of the strategically important industrial enterprises of the region. Conclusions: information and image support for engineering professions in Russia is characterized by the absence of systemic tasks and approaches; state policy is not yet strategic in nature. This is confirmed by the data of “Medialogia” system: in the information agenda, the field of engineering professions occurs mainly at the regional level of the media sphere. The results of sociological surveys demonstrate a generally positive attitude of young people to engineering professions, but the main factors of attractiveness for them are wages and career opportunities. At the same time, workers and engineering personnel mention low wages as the main reason for leaving job, as well as limited career prospects at the enterprise. The Perm model of continuous training of workers and engineering personnel for the real sector of the economy includes four stages: information guidance of pupils, state support of educational institutions, and orientation of students of engineering and technical specialties in the labor market, securing young specialists at the enterprise. This model can be used to solve the all-Russian problem of a shortage of engineering personnel, but so far it remains not in demand.
