The Russian Federation state policy in combating climate change

Introduction: climate change is an urgent problem of the 21st century affecting the Russian Federation. The possible consequences of climate change in the country create the need to implement an effective state policy in the field of combating climate change. Objectives: to identify the features of the state policy of the Russian Federation in the field of combating climate change. Methods: document analysis. Results: the Russian Federation regulatory and legal framework in the field of combating climate change was considered, the features of the state climate policy were analyzed, and its effectiveness was evaluated. Conclusions: it is shown that climate change regulation in Russian Federation is fragmented; measures aimed at reducing greenhouse gas emissions are prevailed. The state climate policy is based primarily on the voluntary participation of large companies, isn’t effective and creates additional challenges for the Russian economy in the medium term. It is required to create an integral regulatory and legal framework that significantly expands the climate policy toolkit taking into account the global environmental agenda.
