State Policy of Social Adaptation in New Regions of Russia

This article analyzes the state policy in the field of social adaptation and cultural integration of the population in the new subjects of the Russian Federation. It examines the legal, institutional, economic, and hu-manitarian aspects of integrating Crimea, Donetsk, Luhansk, Kherson, and Zaporizhzhia regions into the Russian space during the period from 2014 to 2024. Particular attention is paid to the formation of a unified legal framework, the establishment of governance systems, the provision of social guarantees, and the overcoming of cultural barri-ers. The study identifies key directions of state policy, provides expert assessments of implemented measures, and highlights pressing issues such as staff shortages, limited funding, and a lack of transparency in available data. The article concludes with a set of recommendations aimed at improving the effectiveness of integration processes, including the development of digital platforms, institutional support, and increased involvement of local communities. The findings may serve as a foundation for enhancing the national strategy regarding newly incorporated territories.
