The evolution of leisure and health activities for children and adolescents is a social policy priority that makes the government take certain measures to maintain and provide further development of this sector. Children’s leisure and health activities have radically changed in line with transformations in Russian society. New economic hardships have required innovative approaches to addressing this issue. The research summarizes the modernization practices of the Republic of Buryatia in the field of child wellness holiday in a difficult period of the late 1990s - early 2000s. The author identifies the key challenges met by the government during reforms. The pivotal indicators of child wellness holiday are compared. The study investigates the coordination mechanisms of various ministries and departments for the enforcement of children’s right to leisure and recreation.
