Currently, the tasks of the state and society for strengthening traditional spiritual and moral values and cultural heritage of Russia are of particular relevance and importance. The article examines significant aspects of political activity of the State Controller Terty Filippov (1825-1899) and his service for the benefit of the Fatherland in the field of upbringing, education and preservation of cultural heritage and spiritual values. Filippov was a statesman of Russia in the second half of the 19th century, theologian and publicist. Being a graduate of Moscow University, in 1850 he became a senior teacher of Russian literature at the 1st Moscow Gymnasium, in 1857 - an official of special assignments under the Chief Prosecutor of the Synod, in 1864 he moved to the Control committee and in 1889-1899 was the State Controller. Filippov undertook a number of measures to improve control over the state budget spending, record keeping, hiring women to work in the State Control committee, successfully combined service with public activities, was an honorary member of the Academy of Sciences, various societies, chairman of the commission at the Russian Geographical Society for collecting Folk songs, etc.
