Public-private partnership as a tool for financing the social sphere in Russia

Currently, the search for tools that allow, in the conditions of limited budget funds, to activate internal resources for the successful implementation of projects in the social sphere is one of the key tasks facing the state. The proposed article reveals the need to combine the efforts of the state and business within the framework of public-private partnership to meet the socio-economic interests of society. The public partner aims the use of public-private partnership in the social sphere at saving budget resources, while the state retains control over the quality of execution of the concluded agreement. At the same time, private business is interested in implementing projects in the field of production and sale of social services that have a stable mass demand. The purpose of the work is to study public-private partnership as one of the tools for financing the social sphere and social infrastructure in Russia. The theoretical basis of the study was provided by regulatory documents, publications of domestic and foreign scientists, analytical reviews of government bodies in the field of public-private partnership, as well as materials of the National PPP Center. The methodological basis of the study was a systems approach and general scientific methods of cognition: scientific abstraction, induction and deduction, analysis and synthesis. The obtained results can serve as a prerequisite for further research on the development of public-private partnerships in domestic practice.
