The relevance of the topic discussed in the article is due to the need to develop the most effective financial instruments to influence demographic processes in order to preserve the Russian population, identify measures to reduce regional differentiation in the birth rate and life expectancy, including healthy ones. In addition to financial instruments used at the federal level, the subjects of the Russian Federation exercise their right to additional measures to support families with children, in addition, they also finance subnational projects, not only those included in national projects aimed at increasing life expectancy. Based on data on the execution of the consolidated budgets of the Russian Federation and the subnational budgets and statistical data on the fertility rate and life expectancy, it is concluded that an increase in the share of federal budget expenditures on family and maternity protection has a positive effect on reducing regional differentiation in terms of fertility, expenditures of regional budgets on maternity capital have an ambiguous effect on fertility, and for life expectancy - expenses for national project Demography.
