State regulation of grain prices in the province of Ryazan (March-October 1917)

Introduction. The article is devoted to topical problems of combination of plan and market in the conditions existing in Russia economic reforms. For example, Ryazan province is considered the process of state regulation of the grain market in 1917 Methods. Applying the problem-chronological method, political psychology analyzes activities of local authorities aimed at implementation of the law on the grain monopoly. Discussion. Practical implementation of the regulation of bread prices was inseparable from the formation of a powerful administrative machinery, providing total accounting and rational movement of bread in the region in accordance with a common plan. Special attention is paid to the attitudes of citizens of the province to the food crisis in the autumn of 1917, reflected in the divergence of prices of industrial and agricultural products, unbalanced relationship in the blanks between producing and consuming districts of Ryazan province. Results. The arisen economic difficulties have led to the deepening social crisis, the growth of the peasant movement, which resulted in the weakening of state power in the region and in the center. Conclusion. It is emphasized that the grain monopoly had become one of the directions of state intervention in the organization of economic life in 1917, later turned into a Soviet food dictatorship.
