State regulation of food products exports

The rapid changes in the Russian economy, associated with restrictions on the export of energy resources, force us to look for and stimulate alternative sources of foreign exchange earnings. The regions of the Central Chernozem region as part of the Central Federal District have a high agricultural potential, therefore they significantly influence the export policy in the district. All areas of this natural and economic region are characterized by high agricultural specialization and have achieved significant success in agricultural production, creating a base for conducting export activities. The study analyzes the dynamics of the development of exports of food products and raw materials in the regions of the Central Chernozem region in the period 2018-2021. The largest exporter in the region is the Belgorod Region, which is ahead of other regions in terms of the dynamics of increasing supplies abroad, and the Voronezh region shows the smallest increase in the indicator. It was found that the increase in the volume of exports of food products and raw materials in the Federal District by almost 50% was provided by the Central Chernozem region. The study presents a system of state regulation aimed at developing the export of food products and raw materials in the current economic and political situation, which includes: maintaining and providing targeted direct financial support to agricultural producers; optimizing logistics chains for the transportation of agricultural products, food products and agricultural raw materials within the country and to foreign markets; improving the system of trade information support food products and agricultural raw materials.
